The purpose of this memorandum is to update registrants on the subject of model labels for pool and spa products which require registration under the Pest Control Products Act. This memo replaces Trade Memorandum T-1-253, dated 10 June 1988, and includes only model labels for products that do not qualify for scheduling and exemption from the registration process.

Products which meet criteria established in Schedule II of the Pest Control Products Regulations are exempt from the registration process, but are still subject to routine sampling and enforcement programs. Registrants are advised to consult Regulatory Directive Dir93-05 for information regarding scheduling requirements.

General Instructions for Model Labels

Registrants are reminded of several points regarding the use of model labels:

  1. The text appearing on the model labels represents minimum labelling requirements for pool and spa products. Registrants have the option of placing addition information such as distinctive trade marks and logos on their own labels.
  2. The model labels can be used when applying for registration of products containing active ingredient concentrations which differ from those appearing on the model labels. For example, a product containing a 7.5% quaternary ammonium compound would require the same label as the model label (10%) except that the rates of application would have to be increased by a factor of 10/7.5 (i.e., 33%).
  3. All words in square parentheses on the model labels are for information only and should not appear on printed labels. For example, replace [Pool Sanitizer-1] with your product brand name.
  4. The model labels may be used for commercial class pool products with some modifications. For additional requirements regarding commercial class products, please refer to page 2 of this memo.

Experience to date has shown that the use of the model labels has simplified the registration procedure for both government and industry, while ensuring consistent information to users of these products. Registrants are encouraged to consider the advantages of fast track registration processes (Master Product/Master Copy and Initial Product/Private Label) along with the use of model labels.

Commercial Class Products

All commercial class swimming pool and spa products for the control of bacteria and/or algae require registration under the Pest Control Products Act. Scheduling, as outlined in Regulatory Directive Dir93-05 applies only to eligible domestic class swimming pool and spa products.

The labelling requirements for commercial class pool products include the appropriate model label for the active ingredient, in addition to the following information:

  1. Replace Domestic with Commercial class on the primary panel.
  2. Registration number must be spelled out in uppercase as follows:

    REGISTRATION NO. 00000 PEST CONTROL PRODUCTS ACT
  3. "Notice to User" statement must appear on the secondary panel as follows:

    Notice to User: This control product is to be used only in accordance with the directions on this label. It is an offense under the Pest Control Products Act to use a control product under unsafe conditions.
  4. A disposal statement must appear on the secondary panel of products containing more than 20 kg(L) as follows:

    Disposal:

    1. Rinse the emptied container thoroughly and add the rinsings to treatment site.
    2. Follow provincial instructions for any required additional cleaning of the container prior to its disposal or reconditioning.
    3. Dispose of the container in accordance with provincial requirements.
    4. For information on the disposal of unused, unwanted product and the cleanup of spills, contact the regional office of Environment Canada.
    5. For small spills recover free liquid. Soak up residue with solids absorbent. Do not flush into surface streams. Inform Environment Canada as in #4.
  5. Application rates may be expressed in kg(L)/100,000 L water.

Warning

Direct tablet contact may cause bleaching of vinyl or painted pool surfaces. Automatic feeding devices employing these tablets must be totally free from traces of other pool sanitizers to avoid the probability of an explosion.

  1. Maintain recommended daily levels as determined by testing kit.
    Free available bromine: 1.0-3.0 ppm
    pH: 7.2-7.8
    Total alkalinity: 100-150 ppm
    Calcium hardness: 200-300 ppm
  2. If using an automatic feeding device, fill the chamber(s) with tablets and adjust flow rate, according to manufacturer's recommendations, to maintain proper bromine residual. Adding tablets to the pool's skimmer basket is an alternative bromine feed method. Daily usage should approximate 25 g of [Pool Sanitizer-1] per 10,000 L of pool water.

    Note: Hot weather, heavy pool usage, and rain may require higher usage rates to maintain proper bromine residuals.
  3. Periodic superchlorination of pool water is recommended. Follow label instructions of superchlorination product being employed.

  4. For visible algae, when superchlorination is not employed, add 20 mL of [Spa Algaecide] per 1000 L of spa water.
  5. For proper sanitation, spa must be completely drained periodically. The number of days between complete spa drainage is equal to the volume of spa water in litres, divided by 10 times the maximum number of daily spa users. Refill spa with water and repeat Directions for Use.
  6. Maximum spa water temperature is 40°C. Time spent in spa water at 40°C should not exceed 15 minutes.
