Summary
The Consumer Product Safety Program (CPSP) administers and enforces the Canada Consumer Product Safety Act (CCPSA) and regulations made under it.
The purpose of this Standards Project was to sample decorative lighting products and test them to the performance criteria of a consensus-based safety standard in order to verify compliance to the CCPSA. The safety standard used as a basis for the project testing was CSA Standard C22.2 No. 37–14 Decorative Lighting Products.
For this project, compliance of select decorative light strings, including those used on decorative pre-lit items such as Christmas trees and wreaths, was determined through a sampling and testing process by which Health Canada inspectors visited establishments and sampled any relevant product(s). Compliance to the project requirements, which were based on the standard, was then verified through testing at the Product Safety Laboratory.
Prior to initiating this project, the CPSP carried out a market survey to quantify the presence of seasonal lights stakeholders in Canada. This effort resulted in a list of retailers and distributers that carried these products in Canada. These companies were sent a letter to advise them of the project and their responsibilities under the CCPSA. Targets were then selected from that list of companies.
Over the course of the 2016/17 fiscal year, electrical, mechanical and flammability testing of twenty-five different products were carried out. The testing resulted in two recalls, one stop sale, one stop distribution, and twenty-one instances where no corrective action was required.

*Note: Although these products had similar product names, they had different wiring which likely contributed to the different results.
