Cyclical Enforcement Project: Matches Regulations

Summary

The Consumer Product Safety Program (CPSP) administers and enforces the Canada Consumer Product Safety Act (CCPSA) and regulations made under it. 

The purpose of this Cyclical Enforcement (CE) project was to verify compliance of matches which are subject to the Matches Regulations.

For this project, compliance of select matches with the Matches Regulations was determined through an assessment of test reports received from industry by Health Canada inspectors.  

Prior to initiating this CE project, the CPSP carried out a market survey to quantify the presence of match stakeholders in Canada. This effort was followed by the distribution of an outreach letter advising industry of the upcoming project and clarifying requirements of the Matches Regulations. Targets were then selected from that list of companies. 

Over the course of the 2015/2016 fiscal year, assessments of six test reports and testing of two of these products were carried out. This resulted in two stop sales, three stop distributions, two commitments to address non-compliance and one instance where no corrective action was required.
